Very Few People Say "No"

Have you ever made a job offer and been bewildered when it was turned down?

The candidate appeared interested, answered all the questions correctly, and was please at the salary that was offered.

What happened?

Nothing really, only one salient question was not asked.

"What could or would prevent you from relocating?"

If you ask simply, would you relocate? The answer is always yes. Otherwise why would they have been referred by an executive recruiter or answered your ad for a job from where he or she lived?

People don't like to lie.

But if you have not asked them the right question, with the above phrasing, it's a question they really haven't thought through.

Among the answers people have given are:

"Reluctantly,"

"If Necessary,"

"With reluctance - any,"

"Maybe, depending on opportunity," 

"For right opportunity,"

"It's possible,"

"Depending on the opportunity,"

"Not in USA,"

"Warm weather,"

"All (USA),"

"Metro,"

 All of these means No, even "Yes" means "No" unless it is explored in depth
